This document outlines the migration process for starting Managed Compliance for US and CAD WLP partners

What to Expect

The onboarding process for Managed Compliance will vary on a few factors. If you have never filed previously, you will be able to start Managed Compliance right away. The Client Success time will provide additional information and instructions.

If you are coming from another compliance vendor such as CLA, Managed Compliance onboarding can take 30-90 days, depending on your current filing status. Partners with existing filings will need to close those tax filings before migrating to Managed Compliance. 

For partners using CLA directly, we can work with both parties to ensure a timely and efficient cutover. Partners using another compliance partner or managing their own filings should work with that partner directly to ensure filings are closed properly. If needed, CLA can provide a quote to assist partners with tax filing closures.

The information below is for reference purposes only. We will ask you for the exact information needed and advise next steps within your onboarding ticket. For specific questions please email Client Success.

The Federal USF - USAC will be handled by OITVOIP as part of our Managed Compliance service.


Information Needed

These items are only needed for partners currently filing with CLA. Partners who have never filed or are self-filing/filing with another compliance vendor only need to provide the expected start date unless they would like a quote for assistance in filing closures.

  1. Expected start date of Managed Compliance with services, and termination of CLA services
    NOTE: This must be a minimum of 30 days per CLA requirements
  2. Secretary of State (SOS)
    1. Do you wish to withdraw from SOS? 
    2. Keep with CLA or Terminate with CLA?
      1. Identify SOS reports that need to be filed as FINAL or CLOSE
  3. Federal USF
    1. Are you a direct contributor to USAC?
    2. Are 499 Q&A closures needed?
  4. Identify compliance calendar and GAP filings to file as FINAL or CLOSE
  5. Confirm who will be taking over sales tax filings.
  6. Are you selling MSP Serviices?

MSP Resellers

You are not required to keep your services with CLA once you initiate a closure project to close all open accounts with them. You can complete this process either through CLA or Inteserra, with Inteserra providing a quote for the service. After that, there are no additional fees or obligations from them.

As long as OIT is registered in the relevant jurisdiction, you will not need to maintain your own tax registration in that jurisdiction. However, you will still need to maintain your registration with the Secretary of State (SOS) for your LLC, but no additional tax registrations will be necessary.

  1. We are able to file taxes for your MSP service if you meet the following criteria:
    1. You sell MSP and VOIP under the same FEIN
      b. You sell all MSP services in the billing platform we provide.

Next Steps

After the necessary information has been provided partners who have never filed before may begin using Managed Compliance as of the expected start date. 

Partners using their own compliance vendor or self-filing will need to wait until closures have been completed. Once these are done, notify us that the work has been completed and Managed Compliance will begin as of the requested start date.

For partners using CLA for compliance or closures:

  1. We will provide the information provided above to CLA for review.
  2. CLA will advise what items need to be transitioned and closed and provide a quote to the partner with work needed along with expected closure timelines.
  3. CLA will provide a quote for the work needed to complete the transition and closure timelines for the final filings and closure of license dates.  
    NOTE: If the quote is rejected, the partner will need to reply to the case to confirm once all the identified activities have been completed.  We will not be able to start the Managed Compliance filings until that has been completed.
  4. CLA will continue to file returns for the partner to keep the account in good standing during closures.
    NOTE: Data files of zero will be required from the client to ensure final filings can occur 30 to 90 days from the date initially reviewed in 1a.
  5. Once all closures are completed and billed, Managed Compliance will begin from the confirmed date by CLA.
